fix(api): restore schema descriptions dropped in the comment cleanup
utoipa uses doc comments on ToSchema types and fields as OpenAPI descriptions. Three of the restating docs removed earlier were load-bearing API docs (IssuePullLinkDto::linked_at, LanguageOptionDto, RepoAiSummaryJobDto::head_sha); openapi.json drifted and the openapi check caught it. Restored; openapi --check passes again.
