fix(build): copy the actions engine from the path the image ships

The gitdata-act image installs the engine at /usr/local/bin/gitdata-actions-engine
(that is also where the runner chart bundles it from), so the stage copy has to
read it from there; /out only exists in the builder stages of this repository.
